What’s the difference between flushed lens cameras & the normal style camera?

Why do some cameras like the Samsung ST1000 (http://reviews.cnet.co.uk/compact-digital-cameras/samsung-st1000-review-49304417/) have the lens flush in the corner while most digital cameras have the lens that pop out (http://reviews.cnet.co.uk/compact-digital-cameras/panasonic-lumix-dmc-tz8-review-49305809/)? I am looking at basic digital cameras and I would like to know if there is an advantage or difference.
